Democracy and Human Rights Fund
The Democracy and Human Rights Fund provides funding for the purpose of encouraging democracy, strengthening institutions designed to protect human rights, and encouraging adherence to the rule of law in Tanzania. Projects funded under this program must be completed within one year, and unless there are exceptional circumstances, must be budgeted under $25,000 (US Dollars).
The American Embassy accepts project proposals for funding which contain the following elements:

Please give a brief description of the organization, including how long it has existed, where it is based, membership, funding sources, other activities accomplished and prior management experience conducting similar activities. - Background Information of the Activity
Please give a brief description of the context in which the activity is set, and the rationale for the activity.
Indicate how the activity addresses issues of democracy and human rights, and who will benefit directly from the activity. - Description of Activity and Intended Impact
Purpose and intended impact of the activity, target audience and sustainability:
Brief description of the activity, including relationship to past, current and future activities by your organization:
Specify estimated start and completion dates of the activity:
Estimated total cost, amount requested from U.S. Government, other funding sources.
Please attach estimated line-item budget. The budget should 1) be stated in local currency, and 2) include notes explaining the costs associated with each of the budget line items, e.g. a list of individuals and the amount to be paid, the basis for the travel costs, etc.
The following are prohibited from funding:
- Training of military and police
- Building construction or maintenance, or vehicles of any sort
- Conferences or workshops without a clear goal or plan for follow up
- Intercontinental travel
- Long term payment of salary, rent, training, etc.
- Humanitarian assistance
- Health related projects, including medical services and population control, except projects promoting the discontinuation of female circumcision
- Economic development or empowerment projects
- Research projects without an action-oriented activity component
- Grants or major dual use equipment for the executive branch of any government or American NGOs, except in limited cases to help local NGOs or to help with elections
- Children’s rights or activities in support of destitute children, except in projects that support children’s legal rights
- Labor unions, unless human rights related
- Grants to organizations lacking other means of support (unless a start-up)
- Projects that duplicate USAID, Public Diplomacy, or other democracy projects in the country that could be funded under those programs
Proposals will be evaluated on a case-by-case basis. Examples of projects, which have been approved for funding in the past, include:
- Judicial training
- Establishment of human rights monitoring office
- Establishment of legal aid clinics
- Establishment of regional press clubs
